——— 就郭飞雄出国事件对中国政府的呼吁书





中国政府领导人:

 我们, 这封公开信的联署人, 是一群长期关心中国人权和法治进步的中国和世界自由人士。

 我们对中国公民杨茂东(笔名郭飞雄)和张青夫妇所共同面临的可能危及生命的人道悲剧忧心如焚。

 定居于美国的郭飞雄妻子张青,今年一月被发现患有晚期肠癌,急需郭飞雄赴美陪赴,但郭飞雄一月份的赴美之行被中国公安部以“可能危害国家安全”为由,在最后一刻阻止。此后长达十个月里,因无人照看、无人协助运筹治疗,张青的治疗一再被耽误,病情日益恶化,11月初突发第二次肠梗阻,27日送当地医院急救,病情转为危重,随时可能发生生命危险。

 据我们所知,郭飞雄为赴美陪护病妻做了最大努力,多次向中国政府部门和包括李克强总理在内的相关领导人恳切呼吁;同时与中国各级公安部门坦诚且持续沟通,但中国公安部门匪夷所思地把人命关天的出国审批程序拖延长达十个月,并使用各种与法律法规无关的借口一再阻挠。

 我们认为,郭飞雄作为公民,其自由迁徙、自由旅行的权利,本来受中国相关法律的保障,中国政府某些部门和某些官员在此问题上的不作为乃至刻意阻挠,不仅有违中国法律,更有违天良,对个人生命权、对夫妻团聚和夫妻互救的权利构成严重侵犯。

 这就是我们为什么必须站出来向中国政府发出紧急呼吁的原因——只因为我们是人类,仅基于我们的恻隐之心。站在人的立场上,对于如此人为制造的人道、人伦惨剧,我们不能接受,不能视而不见。

 我们在此紧急呼吁中国政府领导人尊重法律和基本人道,立即采取坚决措施,制止一切正在发生的践踏人权的恶行,排除一切障碍,让郭飞雄出国之旅尽快成行,以救急救危。

 尤其值得我们警觉的是,郭飞雄夫妇的人道灾难并非孤立个案。此前不久唐吉田律师出国照看昏迷的女儿在机场被阻止,良心犯张展女士在狱中身心几近衰竭被禁止保外就医,良心犯黄琦和母亲各自身患绝症却被禁止会见……中国政府某些部门和某些官员把自己的国民当人质,把本来超越政治的人伦和血缘亲情彻底政治化武器化,以之胁迫异议人士就范,这种危险的、极端的、摧残人权、践踏人伦的犯罪行为正在中国各地扩散,从而对占人类人口六分之一的中国民众的基本权利与自由构成严重威胁。

 我们因此要求中国政府领导人及时警醒调整,在唐吉田女儿、张展、黄琦母亲等事件上做出合于法律和天良的改进,及时中止这类人为制造的人道惨剧的延续。

 我们同时向全人类同胞发出紧急呼吁:中国国内正在发生的这些人道悲剧是一个极其严重的警讯,对此请务必高度重视。中国已经拥有巨大的影响人类的实力,极权专制制度因而拥有了对全人类作恶的能力,并且在多个方向暴露出其扩权、作恶的愿望。中国国内正在发生的诸如此类的严重践踏人权和人伦、侵犯公民基本自由的种种恶行,不仅会危害中国民众,而且注定外溢,破坏人类自由与和平,从而遗祸全人类同胞。中国人的今天,很可能就是其他人类同胞的明天。对此不能有任何幻想与侥幸。这一代人类同胞不应让1930年代的绥靖政策及其灾难性后果在今天的地球重演!

 我们现在站出来发出紧急呼吁,既是要为包括郭飞雄夫妇在内的中国人的普遍的自由与尊严而发声,而抗争;也是为阻止中国国内业已出现的可能危害全人类自由与和平的危险倾向而奋力呼吁,我们希望人类同胞通过这一事件,以及其他类似的人道、人权事件,加速携手合作,对极权专制共同“说不”!

 我们热切期盼人类同胞中的有志之士通过各种形式,与我们携手同行!

Please Respect Bottomline Humanity

 An Open Letter to Chinese Leaders  regarding Guo Feixiong ‘s Right to Travel to America and Take Care of his Wife Zhang Qing

 Top Leaders of Chinese Government:

 We, the co-signers to this letter, are a group of liberal-minded intellectuals in China and around the world, who have been long caring about the development of human rights and the rule of law in China.

We are deeply concerned about a potentially life-threatening humanitarian tragedy that Chinese citizens Yang Maodong (pen name:  Guo Feixiong) and Zhang Qing are facing.

Zhang Qing, Guo Feixiong’s wife, who is living in the United States, was diagnosed as having advanced bowel cancer in January of this year, 2021, and urgently needed Guo Feixiong to travel to the United States and accompany her. However, Guo, who was embarking on a trip to the United States, was stopped at the last minute by China’s Ministry of Public Security on the ground of “likelihood of endangering national security”. For the next ten months, Zhang Qing’s treatment was repeatedly delayed due to a lack of family member care and assistance in securing timely medical treatment. As a result, her condition worsened rapidly, and she had an intestinal obstruction for the second time in early November. She was taken to a local hospital for emergency treatment on November 27, 2021. Her condition has turned critical, and her life could end at any time.

As far as we know, Guo Feixiong has made every effort to get approval to come to the United States and take care of his wife. He appealed over and over again to the Chinese government and leaders in charge, including Premier Li Keqiang. He communicated frankly and continuously with Chinese national security authorities at all levels, but the approval process for travel abroad was unbelievably delayed. There is a matter of life and death here, yet the approval process for travel abroad has been delayed and obstructed on various excuses that have nothing to do with the law for as long as ten months so far.

We believe that Guo Feixiong’s right to freedom of movement and freedom of travel as a citizen is promised and should be protected by Chinese laws. The inaction and deliberate obstruction by some Chinese government agencies and officials is not only against the law, but also against the conscience of human beings, and constitutes an egregious violation of the individual right to life, the husband-wife’s right to have a reunion and mutual support.

We, therefore, feel that we have to stand up and make an urgent appeal to the Chinese government – simply because we are human beings, based on our compassion alone. From a human standpoint, we cannot accept and turn a blind eye to such a human-created tragedy.

 We urge -in urgent way-the leaders of the Chinese government to respect the law and basic humanity, to take immediate and effective actions to stop all the ongoing abuses of Guo Feixiong and Zhang Qing’s human rights and remove all the human-created obstacles so that Guo Feixiong is able to travel abroad as soon as possible to provide his wife Zhang Qing with urgent support.

Also, in particular, we should be alert to the fact that the humanitarian disaster from which Guo Feixiong and his wife are suffering is not an isolated case. Not long ago, rights-defense lawyer Tang Jitian was stopped at an airport from leaving China to look after his comatose daughter; Zhang Zhan, a prisoner of conscience, almost exhausted both physically and mentally, was denied medical parole; another prisoner of conscience Huang Qi and her mother, both of whom were terminally ill, were denied the chance to have a reunion. Weaponizing and politicizing human ethics and blood ties, which should be above politics, agencies and officials of the Chinese government are taking their own citizens hostage, for the purpose of silencing dissidents.

This is a dangerous and extreme crime of destroying human rights and trampling on human dignity, and its spreading throughout China has posed a serious threat to the basic rights and freedoms of the Chinese people, who make up one-sixth of the human population in the world.

We, therefore, demand that the Chinese government leaders wake up and make adjustments to follow the law and human conscience, and stop the human tragedies that Tang Jitian’s daughter, Zhang Zhan, Huang Qi, Huang Qi’s mother, as well as Guo Feixiong and his wife, are suffering.

 Furthermore, we make an urgent appeal to all of our fellow human beings: these ongoing human tragedies in China are an extremely serious warning and must be taken seriously. China already has tremendous power to influence humanity, and its totalitarian dictatorship thus has the ability to do evil to all of humanity, and in fact, has revealed its ambition to expand its power and do evil in many directions. The ongoing basic human rights and human dignity abuses in China are not only harming the Chinese people but will spill over and undermine human freedom and peace elsewhere, thus harming all fellow human beings. What is today for Chinese people may be the tomorrow of other fellow human beings elsewhere China can reach. There can be no illusions or flukes about this. The current generation of fellow human beings should not allow the appeasement policy of the 1930s and its disastrous consequences to be repeated on Earth!

Therefore, we stand up to make an urgent appeal not only serving to speak out and fight for the universal freedom and dignity the Chinese people including Guo Feixiong and his wife deserve but also serving to prevent and stop the dangerous tendencies that have emerged in China from endangering freedom and peace of all mankind. We hope that our fellow human beings, through this and other similar humanitarian and human rights events, will accelerate their cooperation and work together against totalitarian dictatorship.  Say “No” to it!

We eagerly look forward to having our fellow human beings around the world who have knowledge of the threat posed by the totalitarian regime in China join hands with us through various forms!
